This classification includes devices such as the “Not-A-Flamethrower,” despite any alternative branding or intended novelty use.

The possession, sale, transfer, or use of such devices is strictly prohibited in the state of Maryland without explicit authorization from the appropriate law enforcement or governmental agencies. Violation of this statute may constitute a felony offense, subject to penalties including imprisonment of up to 25 years and/or substantial fines.
